You are right, I did some research and it said that automotive clear coats will not stick to decals properly. That they would peel in a year's time.

When the vinyl get hot it expands and in the cold it contracts. If you painted over the vinyl it wouldn't be too long before cracks started to show in the paint. Besides that I'm not really sure the paint would stick well enough to the vinyl.
