By locking cap do you physically mean the cap that you screw in or the fuel door thingy majigger?

No theres a sequence that you do once and never have to do again, although i'm pretty sure you have to do it once on each seat to get it to work for both:

1. Turn the ignition switch to the RUN position. (Do not start the engine.)
2. Wait until the safety belt warning indicator turns off. (approximately 1 minute )
3. NOTE: Step 4 must be completed within 60 seconds . Buckle and unbuckle the driver or passenger safety belt 9 times, ending with the safety belt unbuckled. The air bag warning indicator illuminates for 3 seconds after this step.

5. Confirmation of the beltminder being enabled is by the airbag warning indicator flashing 4 times per second for 3 seconds , followed by 3 seconds again.
6. Confirmation of the beltminder being disabled is by the airbag warning indicator flashing 4 times per second for 3 seconds .
7. After confirmation, the deactivation/activation procedure is complete.

I still have the stock fuel door so I meant a locking cap. I drove the car off the lot and to the nearest parts store, picked up a locking cap. I had a bad experience some years ago with someone stealing my gas.

I'm going to start a new thread about the tires.

People may already know this but if you are ever driving and notice that your turn signal indicator is blinking really fast...one of your turn signal bulbs have blown out.

Its more a hook for the cable connected to the gas cap. It is on the bottom half of the door closer to the car. So maybe you weren't looking for the right thing.

this is going to sound stupid on my part, but i've always had a problem seeing around the rear view mirror, and yesterday i finally figured out that there is another 'pivot joint' at the base of the mirror (where it meets the windshield) at least i can see better now
