Question Is this a scoop? Or a hood?

I saw this mustang down at the local dealer and I really like the hood/scoop that is on the car. It was raining at the time so I just snapped a couple pics from the phone. Can anyone identify it? I'm hoping its just a scoop for the $$ factor.

That scoop is from an 99-04 stang. I have one sitting in my garage that's made to fit the S197 but I never put it on. Decided to get a shaker scoop instead but not til later.
