its a set of butterfly valves one on each cylinder
they restrict air flow for fuel economy
they open fully at 2500 rpm but even then they make air flow less than it could be
so the deletes remove them and help air flow
also with the deletes you can remove the motor that opens the valves and save a little weight

This has been achieved many ways:
Multi valve heads
Variable cam timing
2 valve operation switching to 4 valve @ high rpm (Honda)
Variable intake tract length (BMW)
Twin intakes where the 2nd set remains closed until high rpm (Ford SHO V6, Yamaha engine)
So, it`s quite possible that peak HP would increase by removing these butterflys, it`s also possible that torque would decrease in the low/mid range. I guess we`ll never know unless someone dyno`s a car before/after, preferably with no other mods.
Just a theory, not trying to rain on anybodies parade.
