You just go to a shop that does not perform the visual inspection due to not having a lift.hmmm....Jiffy Lube comes to mind......

I thought technically it is against federal law to remove a perfectly good working cat?

What Jiffy Lube do you go to? Every one I have been to have a pitwith a guy down there who drainsthe oil and change the filter. The only thing the guy up top does is fill and check the fluids and add oil.

the good thing with the Bassani X-Pipe is that it comes with straight pipe or the cats. so it can be an off-road pipe if you want it to be.

Sort of. Bassani offers two different x-pipes. One with the highflow cats, which does come with optional straight pipes. And the other is simply the x-pipe, which retains the stock cats, and requires cutting. They also have both those in stainless or aluminized (BX-series)

EDIT:

BTW: I passed smog easily with the catted x-pipe, CAI, and tune. Visual inspection on the cats was done also.
