Wow, thats a bit better than I ordered mine for. I think mine was 35k ish sticker, did ford's x-plan (since my company had a parternship with ford), and it came down to $33k. But even before x-plan, it was only like $500 higher. It did save me another $600 or so in documentation fees and crap like that so I can't complain, but 28k is a damn awesome price.
mine was 35,300 , gave me 1,000 off, 3 months later, and within last 2 month been 5,000 off or 0 %, pissed me off, was told would be no cut in price in '09
When I was buying my V6 a week ago local guys were giving 5000 off the sticker on everything they had, excluding Roush models.The sticker on the V6 is about 1000-14000 more than the invoice, as I understood it.
I got almost an extra 1000 off their discounted price, but that was a base V6, so with the GT you should be more lucky considering the car's more expensive and there is a lot more room for negotiating.
I am the Business Manager at a Ford Store in Canada.... right now there are no programs (incentives) on the 2010 Mustang.. usually there is either a Delivery Allowance or a Subvened Interest Rate (0% for example), but right now there isnt anything... my suggestion is to wait until there are, if you want the best deal ... as far as paying Invoice for it, yes that is a dealers cost, but if there is a Delivery Allowance or any other cash incentives, you must take that into account as well... because a dealer could say that they are giving it to you for $300 less than invoice but there is a $2000 Delivery Allowance, so the dealer is still making $1700, which is okay... I think a dealer deserves to make that on a $40 or $50,000 car. Trading your 2007 in is where you will lose the most, the dealer can give you the best deal possible, but as I said there are no incentives from Ford Motor Co. at this point, in Canada anyway.
....I got $1500 back in incentives (USA) when I got my 2010 ... also I got WELL below invoice on mine (dug into some of that holdback $ )

The fact that was driven home to me during the purchasing process was that there's more room to negotiate on Premium models (V6 & GT) than on base models (V6 & GT).
Makes sense, since the markup on the Premium features is bound to be significant.
I got mine over 5000 off and 0% financing. I custom ordered my GT too! It was a good price for me.
That will be almost impossible on this coast, I believe.. As Ford states, to get that much of a discount you have to buy the actual vehicle from the lot of whatever dealer you have in mind, as I've understood that it won't work for custom ordering.. Well yeah, it might've worked, but I didn't really need to even find that out as I've found one in stock -)

As for the negotiation, I know for sure that at the moment there is an extra 1000$ above those 5000 that can be cut off, as Ford gave it to the dealers additionally. That's all for the V6 base, though. I'd think that there should be an additional 1000-1500$ for the premium V6 version. I mean, I've seen the premium with a stick in one of the local places that was priced a bit under 19000, and when I asked the sales rep whether he's willing to negotiate the price on the base model, he said smth like man, you're getting the base, not the premium..)
