I would try going to another Ford dealer and if that does no good then get in touch with a Ford rep.

FWIW, I have had the bubbling under the hood for at least 2 years. Luckily, it hasn't spread (I circled an area with an ink pen, and it's still the same).

Since there's a TSB on this, you should be able to get something anyway...
You have to fight with them, PITA but that's how the game is played.
Ins. companies do that in an even worse way, they'll contest a claim with a Police Report that is against their policy holder!!

Not just domestics, foreign cars have paint problems too. My wifes new $42000. Honda Odyssey had to have the drivers quarter repainted because when it was built they didn't spray part of the quarter panel, it was gray but there was no metallic in it. So much for Honda quality, I will take an American car anyday.
Wow, 42k for a minivan? Now that is highway robbery!!!!
