high pitch noise from under drivers side back seat

high pitch noise from under drivers side back seat
today, i had the back seat out to put a little sound-deadening under the seat and up and over into part of the trunk.
i hadn't finished up, the under-seat is not matted yet, only the trunk part and down middle over the UCA bolt from trunk to floor.
with the back seat out, i turned the car on to move the car and heard this high pitch whine, like steam from a kettle almost. I closed all the doors and started moving around in the back seat to locate it and found the noise loudest near that black rubber cover that plugs into that ~8 inch hole. I removed the plug and it was a different whine, but still there and louder.
So, WHAT is under there that could be causing that noise?
I drove it around for about 10 minutes and the noise didn't go away.
Putting the seat back on, I could very barely hear that noise, so it's likely to have been there for a long time without me noticing (once you notice it's like some never ending stab in your ear - it's all you hear. haha)
Anyways ... I'm taking it in to Ford tomorrow for another problem, the lights on the inside roof - those reading/door-open lights - won't go off no matter what I do. I'll have them look at both issues.
OCD has me in it's clutches and I'd love to know what could cause that whine before taking it over to Ford ... they don't always seem to know how to find issues.

I had the same noise when I had my back seats out, went away when I put them back in until recently. Last week, with full interior installed, the sound is very noticeable and seems to be pretty loud above 2,500-3000 rpms. Still there when cruising or when in neutral and costing until I get to a low speed (both engine and moving). Does this mean my fuel pump is starting to go? The car is 8 years old this year and it has not been replaced.
