Are we debating yet? Yep, I can be an azzhole but you sorta asked for it. Just playin'...

But seriously, consider wider wheels and stickier rubber, no matter WHAT else you do.

4k I would do tires and rims, if you went with supercars from tire rack and some 18 x 9, 18 X10 stagger rims from american muscle.

That would leave you like 2500ish left, to snag a kit like this and call it a day:

Or something similar, any of those good name brand kits will do you pretty well

You should talk to sam strano he knows his stuff. thre is a thread aroudn ere somehwere and IIRC sam won all those national cahmpionships on d-specs and steeda sport springs with different roll bars. anyway, 2-inches is a lot of drop and these stangs dont ride well at all, i am talkgin back aches with too much drop. The best riding setup i have seen is the steeda sports springs, with koni yellows which are adjustable. i use those parts alogn with a J&M adjustable panhard and J&M caster camber plates. Teh suspension cost me about $1100. i also went with 18 x9 front and 18x10 rear AMR shelby redlines and 155/45-18 from nitto 555's and 185/40-18 rear nitto 555's. To say the car handles like a different machine is an understatement. I have seen sam and numerous outers say that the tires make a huge difference, and they do. anyway, you shoudl ask sam, i am 99% sure he will tell you koni yellows, steeda sport springs, steeda HD caster/camber plates, and a pan hard of some sort. He may recommend some of his adjustable sway bars too. i woudl bet that whole setup will cost you under $2k. i think with what i have on my car now it handles much better than i am capable of utilizing righ tnow. I plan on doing some track days with a coach this summer, that will help me more than any money i threw at hardware for the car.

Respect, it's a great word !

On topic i would suggest buying a complete package from the same reputable outlet, it's often the best way to get a matched setup the first time out instead of running round in circles trying to make up a set.

i run the FRPP handling package. I'm not suggesting it's the best package out there but it does a great job for me both on road and track. I have a few other bits also but essentially that kit transformed the car.
