I think what turns peoples eyes is more of not over doing it. Make your car something clean, with clean lines. personalize it without straying too much from the stock look.

Moreover, just build something out of your car that YOU are proud of.

It's all about what she likes and will be happy driving. Ask her if she'll like the look after 5 years of daily driving. Most folks who are into cars respect a well done car, even if it isn't their style. That means it's got to be something you'll like day after day.

My red 'Stang actually gets a lot of looks, especially when its all clean.
I think louvers make a Mustang look special too.
Being loud always helps too.
Oh, NO stock V6 rims. Those are ewwy.

You want to catch peoples eyes just make your car different from the norm. Sounding good is important too. I get lots of looks because of the longtubes and cams.

The budget would really depend on what you have to start with, since you will be purchasing it used. Keep that in mind and try to find a ride that someone has already invested time and $$ into the following:

Wheels/Tires...biggest visual upgrade that can be done imo.
Exhaust upgrades...biggest audio upgrade.
Tinted windows...as stated before, a must!
Aftermarket body panels and kits...just dropped $225 on a chin spoiler myself.
Stripe kits

If you want to start with a clean slate (all stock), I would budget say $2500-3000 to get her up to speed. But once the bug has got you, there will be no need for a budget...just a second job to pay for it all.

Several of my cars have done that heck my red 06 caused a georgia state trooper to come within inches of slamming into the back of a m5 on the freeway coming home from work one day. You know you have a bada** car when the cops come up to you and give you the nod wave or thumbs up

LOL! I know what your talking about. I've had several cops ask me to light the tires up for them and I get the nod wave and thumbs up from them all the time.
