You want 400 horsepower? Why? If you went and saw those fast and furious movies right?
Anyway, 4.0s are tough to get past even 300 without a lot of cash and skill (unless you pay a shop to do your work). If you are hell bent on getting 400-500 then either go buy a GT or just stick with this car and do lines of coke. That stuff will make you FLY.

a sixxer will never handle 500 hp, they come stock with liek ~200 a turbo/super charger will ad ~100hp a turbo/SC will cost you over 3k not including installation.
if you save up 4k go for a turbo and have fun with a really fun car
you could gain around 25 hp and about 25 TQ with a CAI and tune which will run you around $600
or you might be able to sell the car for a profit since it has really low miles and buy yourself a GT that you could get to 450ish HP with a turbo/SC

To the guy who says to crawl under a rock, look at the OP. If an 05-09 can get to 400hp and keep it below 1000 smackers without a majority of the parts being given to him, I will eat my own foot. Make your comment to the post relevant to the matter at hand.

You could try to find a body shop and work out some kind of trade...and by body shop I mean the places in Nevada that are only legal in that state.

Read my comment. I didn't say it was possible on this budget, but you guys all cry and whine like it can't be done period. I've spent the last 10 years building fast V6 Mustangs. Open up your eyes and learn a little about your cars. When I started (granted it was push rod 3.8Ls), they told us we'd never see 300 hp, then we'd never see 400 hp, and it grew until now there are 900 hp (flywheel) pushrod V6 cars.
I've been dealing with the 4.0L (both OVC and SOHC) for several years (back when they were mostly the Explorer/Ranger power plant). It's easy as crap to get up the high 300s in a weekend with a little do it yourself boost and $1,500 laying around.

Reread the OP's post. He wants 400-500 on a shoestring. I beleive that folks that said it can't be done were speaking in the context of his post.
