Gas Mileage in an 07 GT?

i've been wanting a modern Mustang to go with my 66, but I didn't get this car completely out of choice. It was the only car the lot had that I was remotely interested in. lol.
I'm pleased with the car, just not the mileage. :P
I have a ScanGuage II and I'm also using the onboard readings to figure my mileage. I haven't had a chance to top off the tank and get some proper calculations going.
So far, 13 city, 15 highway. I do a lot of freeway driving for my job, but I get a lot of days off which means a lot of in-city driving. :/

Oh, and quick question about the CAI and Tune...
What are the best options for such?
I tried searching threads, but, oddly, nothing conclusive came up.
I'm hoping for a tuner that can change tunes when I need them, IE eat my dust tune and economy tune.

If you get an economy tune, we take your man-card away.
Go to the AM and Brenspeed websites and look at their combos. Either one writes some of the best tunes.
If you haven't topped off and then reset the on-board, then your getting even MORE useless data.

I consistantly get 20mpg on 8 mile commute, 26mpg 55-65 cruise with current alcohol gas. Things I have noticed, on a cold start the first 2 miles are thirsty with the best I can get about 18 mpg steady cruise or 2 miles to Walmart with 2 stops 12 mpg. On a warm start I can do the same 8 mile commute at 24mpg. Stop lights will take a mpg a minute on that trip. Best mileage on a tank was thru georgia on real gas 90 mph cruise contol 28 mpg, crap gas probably no better than 23 mph. I accelerate briskly to speed using medium throttle and about 2-3 K rpms. Mileage obtained using scan gauge II calibrated after every fillup.

I get about 19.5mpg combined 75% city, 25% highway. If I keep it under 80mph on the highway, I can usually pull 26-27mpg. On a recent trip to South Carolina from Detroit, I was cruising at 85-90mph for a few hours and was still pulling high 24.5-24.9mpg.

I thought S197's (the 4.6L models at least) didn't have a speed limiter since they were drag limited to around 150mph from the factory?
