Angry Paint transfer on new Mustang

My brother has a white 2014 Mustang. A little over a week of owning it, someone must have slightly scraped his rear bumper because there is black paint on there. It is a small spot, but considering that it's a brand new car makes it a damn shame that this happened. Anyway, I have some Meguiar's compound and polish at home, which I'll be using on Saturday with a buffer on my own car and I was wondering if it would be a good idea to buff out the scratch on my brother's. Or would it be best to grab a microfiber towel and lightly rub out the scratch with compound/polish? All tips and help is welcome.

Try a clay bar first. If that doesn't work, then I would get a little more aggressive and use the rubbing compound.

This. Always start with the most gentle method possible first before working to the next stage.

Are you sure it's paint transfer and not the primer coat underneath you are seeing?

Easy check is to feel it with the pad of your finger and run it over the surface. If the surface feels raised, then it's paint transfer and should buff out. If it feels like a groove, then the paint is scrapped off and you are looking at the primer underneath. Use touchup paint.

+1 on last suggestion

Try a good "cleaner wax" or mild polish if its "paint transfer" and it should come off. DA polisher will help if its stubborn.

I'm not sure that these new mustangs have primer under the paint on the rear bumper. Mine got messed up the day I bought it when they took it in back to clean it. Some of the paint was gone and some of it has since bubbled up. Where the paint is gone and where you can see under the bubbled up paint, you can see the black bumper cover. I don't see any primer unless it came off with the paint.

I can't really feel the scratch, but I can feel the paint sticking out a bit. I will try the clay bar tomorrow and if that doesn't work I'll try rubbing it out with polish. We did wipe off most of the paint, but there is still some really stuck on there. Thank you guys for the comments and suggestions.
