if you are n/a its not worth it. If its part of a much bigger upgrade you might see some gains.

Haha, I'm a Mustang guy just like you! I wish I could have more Mustangs. I would love to have a Sonic Blue 03 Cobra next!

So TB isn't really worth it unless you're going forced induction (or just want to get every little bit of power from a NA setup)?

My current list includes better exhaust, shorty headers (another debatable upgrade, I know) the Steeda CAI (b/c of the larger diameter) and a throttle body. I assume this list at least makes sense with a tune.

Correct. The stock TB flows very well and can easily handle most upgrades. An aftermarket TB will help if you've done something to significantly increase the ability of the engine (both internally and out the cylinders thru the exhaust headers and pipes) to move air/gases.
