You're right, today's cars can be a pain to repair...
I have a Mercedes right now that got hit in the *** and I sectioned the driver side rear rail because it was too mangled but the complicated part was to deal with the tail light panel multiple lairs of sheet metal... Both quarters were savable so I had to squeeze that panel in between. Freaking Germans!

I'd guess about on 20% or less of the shops actually know what they're doing.
That's because it's so easy to get in that business without any experience what so ever.
A good rule of thumb is, I advise people when they don't have a shop in mind for body repair, to take their car to a well established restoration shop.
Those guys cut/section cars on a regular basis and they'll welcome a rust free car to work on sometimes. I know I do...

I assume that the rail needed to be sectioned along with the shock tower which means engine and tranny have to come out cause I can't see how you'd get $16K in damage otherwise...

As long as you get a fair amount for the car it's all good.
Also, you're allowed to get the non OEM goodies out of the car if you want to sell it on the side but you have to give back the original stuff if you still have it...
