Power gains are all in the tuning. So if that doesn't require a tune, then that tells you:

You are paying $325 to "look pretty" under the hood

You haven't changed anything as far as the air flow or performance of the engine.

You will need the Roush (or other tuner) tuning to get that 17 hp.

It seems that this is a "no tune" intake so the answer is no.
The JLT CAI with SCT tuner is a much better option.

Shooting in the dark here. I wonder if the MAF (correct ID?) in the intake has a little different "thing" to it? Does it just want you to take the stock MAF and move it over? Roush has been a name in Mustang for quite some time has it not?

I had a Granatelli CAI that made me happy for quite a few years. In its case, it was also plug and play with no "tune" required. In its case it had a "chip" that you put in the wire between the CAI and the stock MAF and the car to let it know that something was different. I felt good about it until the chip died. My newer CAI I acquired used is MUCH better!

So, I'm thinking that Roush has a "MAF" installed in its intake that has the "chip" tweaked for its intake. FWIW

Where did you get "17hp" from? I don't see where they make any claim for how much HP this adds.
