if you got the GT/CS fascia you would only be able to choose to have all the fogs lights hooked up or just one set of them hooked up. Of course you could call Roush and see if you can get the headlight switch they had on their 2010 427R because they had it so you could turn on either the grille fogs or the lower fascia fogs or both at the same time.
And I don't know about bulb size, sorry.
or you could add a relay wiring harness to the headlight circuit having them come on with headlights
or add it to the ign on circuit and have them come onwhen the car is running for daytime driving lights, (which is what we are going to do) just do not tap into the cars wiring without adding a relay to run the additional lights or you could overload the cars factory wireing harness
or you could add a whole new switch tot he system, I had thought about adding a foot controlled switch for high beams.....
My only issue with the GT/CS front valence is how bland it looks from the side view. Directly from the front, it looks awesome, but something about the side..it just looks sunken in to me.

That's why you'll want to add the Boss 302 splitter.
Bulbs for the GT/CS fogs are H11. I think they are a bit dim. They are however an HID style with a deflector. I saw where someone replaced the H11 halogen with a 6000k HID kit for H11 single beams and they looked great. They were as bright as the headlights but directed(projector). I am thinking of doing it myself.
