Exactly. The submarine straps are only there to prevent the wearer from sliding down and under the belts in a heavy frontal impact.

Not really. You wont slide under the belts. Its there to keep the belts down around your pelvic area and away from soft stomach area tissues in the event of a crash. Its actually recommended to wear the 5th belt at all times.
