Just bought a 2010 Mustang GT with HIDS but no brights

When I bought an HID kit for my 2006, I had to specify that I wanted high beams and pay extra for bulbs with that feature. Perhaps the kit the original owner installed doesn't have the high beam bulbs?!? All the high beam feature does is retract the bulbs into their bases when you pull the high beam "rod" in the car to move the bulb away from the reflector and omit more light to the front of the car.

Whoever installed them did a hack job. Bi-xenon projectors use a single bulb and a shield to switch between Hi and Low beams. When the low beams are on a Z shaped shield is raised which creates a cut off to control the light output and keep from blinding on coming traffic. When the High beams are on the projector shield is retracted allowing the full projector bowl to reflect through the lens.
I'm not familiar with the 2013 setup, but you are going to need a relay that allows the ballast to stay lit in both high and low mode, while retracting the projector shield in high mode.
Your best bet would be to shoot an email over to "the retrofit source". They specialize in putting projectors in cars that didn't come with them. I did my retrofit on my 2010 with their parts and the wiring was plug and play and functions without issues.

difference between halogen and HIDs is that power to the low beam cuts off when the high beam is activated. on the HIDs, the power is constant and the high beam activates the shield to engage. When I converted to 2013 HIDs, I used 2 relays to ensure that the power to the ballast wasn't interrupted.
so, you can either:
get the adapter harness from retrofit for about $125
or
add a couple of (high quality) relays for about $10
if you aren't comfortable with soldering or some basic electrical principles, just get the harness.
