The big difference is the heads.
For the purpose of dropping a motor into a fox body, stick with a windsor. More parts are available for the swap and the stock block is a little more reliable than the Cleveland. I make 637 horsepower in my 85 GT with a 418 stroker and AFR heads...natrually aspirated. Over 800 with some spray. With that said, I'm asking for a split block. i plan on putting together a Dart block this winter.
If you want big horsepower from a small block ford, get a world products casting or Dart casting block and put cleveland-like Yates heads on it along with all the proper parts (cam etc.). Check the rules if your building a street/strip or full-on strip car since Yates/Cleveland style heads are not legal in some classes.
Leave the original Cleveland 351s for the 69 through 73 Mach 1 restorations.

Windsors are the exact same (save for deck height) as the 289/302s. The only similarity between the windsor and cleveland are the bore size (4.00 in).
the cleveland shares the same bellhousing bolt pattern as the 385-series (429/460), that could be your misunderstanding whoever you are.

2. the 351M has the 385 series bellhousing, the 351C uses the 90* family pattern (289-302-351W)

That is correct...I made a mistake including the 69 model year. 69 mach 1s had the W when equipped with a 351. The Cleveland was introduced in 70 and changed in May 71 with 4 bolt mains (among other changes) and called a cobra jet in the Boss 351 mustang which was the fastest production mustang until the 03 cobra came along.
