To answer your question decking is the process of taking machining material from the face of the "deck" i.e. the surface the heads sit on. This is done for a variety of reasons, alter the pistons land in the combustion zone, and it can also be used to produce a clean flat surface parallel to the boring machine to ensure straight bores during the machining process.
