Ok, 500HP at the flywheel is very easily possible. Its not 500 exactly but its close...
Here is R.Barns 358 he had
made 465-475hp on engine dyno w/ 1 3/4 longtubes and VicJr intake w/ 750 carb
it's now making about 370rwhp w/ TrickFlow EFI intake and installed in car with full accessories.
351W - bored .03 over ( 1994 true roller cam block )
forged pistons, stock rods, stock crank, ARP bolts and studs thru out
Ford Racing windage tray
AFR 185 heads @ 10.1 - 1 compression and upgraded 145# springs
CompCams XFI stroker roller cam 236HR-14 ( .579/.579 lift w/ 236/248 durration )
Engine was 0 decked and balanced to tight tolerances.

You can do anything if you have enough money. You will be hard pressed to get there with $5,000 and no mater what you do there will be a sacrifice on quality of ride. If you are looking for something unusual, I know where you can get your hands on a Nascar Nationwide 358 cubic inch engine with over 700hp. Its a lot less maintenance than you think and it likes to be beat on.
