Actually, Aluminum is ALWAYS coated with a very fine film of oxidatin. It's very reactive with O2, hence, immediately upon exposure it combines with oxygen. Of course, once the surface is coated, the reaction stops.

So the intentional oxidation of steel and / or iron makes sense as long as it's done in such a manner as it CONTROLS further oxidation.

As to such a thing working on braking surfaces.... well, that's another issue... as we all know oxidized surfaces tend to be highly abrasive. Not exactly easy on such things as brake pads.
