How to remove seat belt panel?

How to remove seat belt panel?
Would anyone have a step by step to remove the seat belt panel so i can acess my seat belt retractor.The reason i want to do this is because my seat is stuck and cant retract.
And whenever i looked in the crack the seat belt looks like its twisted, so i might be able to fix it hopefully.
