I dont think this car is applicable to the ETC system that the description of the code gives.. I believe thats based on car with drive-by-wire throttle, which the didnt start on Mustangs until 2005.
I would say that the PCM is probably shorted internally. Only thing I can think of that will destinguish between a bad PCM and/or bad Handheld would be to try and re-program the PCM with a Ford scanner. But this may not be achievable because you cannot set the PCM back to stock from the SCT. So I'd say start looking for a PCM to swap and test

Can what be done?? PCM swap?? You have to find a PCM to use first. A new one will cost your a fortune.
A PCM swap is pretty straight forward, no prior programming needed like the newer cars. Just yank the passenger sill plate, kick panel, disconnect and move the 3 big connectors in the way, remove that bracket, unbolt the PCM harness from the PCM (10mm) then take the PCM hold down bolt off.
There lies a new problem. You cant retrieve the tune off the PCM and put the stock one on can you? Your handheld is now locked to your old PCM. Thats on you now... Might have to call SCT up on that one
The sniper software doesnt replace the PCM... So you will need one anyway. Im not saying that your PCM is 100% dead, Im telling to you swap it with a known good one and see if the problem persists
Ok, I understand sniper won't replace it but if the sct is messin everything up it gives me a reason to replace it, and just to make sure, the pcm will not have to be programmed right, it will just bolt in correct
