Default Changed my mustang Cluster, now my car does not want to start....help!!

I have a 1999 black Mustang GT but I'm having some issues with a new cluster that i got.
so my old cluster was acting up, so i went and got a another cluster(same year same everything) when i plug everything on and try to get it going it only cranks but does not start. When ever i put the original cluster back it does start. I think i need to do something to the new one. Can some one please tell me what to do.
I read in another thread that "remember to get the cluster flashed after install or your car won't start..."
I do not understand this can some one please tell me what it means.

It's the PATS system that is not allowing your vechicle to start. You need to take the chip out of the back of your old cluster and stick it in the new one. Do a search on hear and there is a write-up somewhere on how to do it.
