Default Stall converter help (ASAP)

I just put a PI 2800 stall converter in my 04 auto. I got a multi disk lock-up. It seems that i can only go up to 2000 rpms and it feels like it starts to spin. Is it supposed to do that and stop, then go up to 2800. Can somebody please expalin how it works.
