I am no expert, far from it. That being said, some have said go gears first. Unless you don't care whether your speedo is correct or not, you will have to get a tuner at the same time as the gears. That will carry you over your stated $200-$400 limit. I'm not saying that gears isn't a good idea, just that it will cost more than you want to spend. With a $200-$400 budget I would say go with a 75mm plenum and TB combo. That gives you a few more HP and a quicker throttle response. You can get a BBK plenum/Tb combo from http://www.rpmoutlet.com/newv8m.htm for $299.95. They have some gear packages as well, but keep in mind that they still need to be installed. You can install the plenum & TB yourself relatively easily. You will want to install a good CAI soon to take full advantage of the new larger TB. A good CAI can be bought for under $200. Once you get more money to work with, the chioce is pure personal preference. I personally started with exhaust first, they an intake kit. Others will a different route. Welcome and congratulations on owning The Most Awesome Car In Existence, the Mustang. I've got an '03 GT too, with 3.73 gears, Diablosport Predator performance tune, Magnaflow catback exhaust, K&N FIPK cold air intake, Steeda Tri-Ax shifter, and Fuzion ZRi tires. I would have gone to 4.10 gears except a) I do a lot of highway driving in a state with a 70 mph speed limit, and b) plan to get a Kenne Bell supercharger someday.
The mod which made the most immediately noticeable difference was the gears. They don't add horsepower but do help you take off faster. I've seen cost vary wildly depending on location though, from $400-$700, so you might not be able to get that into the planned budget.
Next biggest impact was the Predator, which was also used during the gear install to calibrate the speedometer so it's a very useful tool. You can also redo the tune whenever you make more mods. The performance tune requires 93 octane. There's a lower octane tune available too. You can get one for under $400.
Next I'm going to upgrade the midpipe. I plan to get a 75mm throttle body and plenum in the future, but a squeaky throwout bearing is forcing me to delay that. It may even cause me to get a Centerforce clutch too, LOL.

heres my thing with 4.10 gears, most people in my area run from rolls (i hate it) alot of races go up to the 115-120 range. 4.10s are in 5th at 111. if all you ever do is drag race i could see the need but for daily street racing i dont know. even 3.73s seem to low for me.

What would be your guess on 0-60 time with your 3.73. I'm still trying to figure out just "how fast" a gear change only would be.

I just put 3.73's in my car and I will say, definitly go with some gears. I should have done them first. I think that gears will help you out drastically. Before, I would put my car into 5th and just lose all acceleration. Now when I'm in 5th I can actually pass people and accelerate moderatly. As far as how fast, imo definitly quick. The rpms just cruise. Go to streetfire.net and watch some videos of mustangs with gears and maybe you can see a difference. Overall, I would do catback exhaust and then gears.
