check out www.cybernationmotorsports.com Its where I bought my turbo for my Si. There are alot of rsx's running 12's. The A2 responds better to boost than my A3 does and look at my 1/4 trap in my sig. Definately can get the time lower.

either lot's of money or lot's of faith 
PI swap, full intake exhaust from intake to TB/Plenum to all the way out the back, a full tune, steeper gears, BFG drags, and a 100 shot of NX or ZEX should set you up in the ballpark... if you don't want to gamble add some UD pulleys and cam that beast... then if your still worried there is always C&C heads [8D]
or free up the whole exhaust as before, PI swap, snap on some gears with the BFG's and push 8 or 9 PSI out of a blower
