I have a 99 GT with 59,000 miles 5 speed. The surging problem is felt at a constant speed with the A\C on. If I have the ***** set at A\C max and full fan the surging seems to stop. Any setting less on the fan it will surge. I can here the A\C clutch engage and disengage rapidly (2 to 3 times per sec.) at slower speeds in any gear .
With the A\C off there is no surgin at all. The air is cold inside the car. I checked the refrigerant pressure checked OK.

mine does that too sometimes with 45k it must be something with that year. I never figured out the prob but I dont use my a/c much anyways let me know if you figure it out Dan-

I thought I might be the only one with this problem. Hopefully somebody has figured out what it is.
