As with any mod, excluding nos,supercharger or turbo,you wont really see a noticable increase in power. It is the sum of all parts you bolt up that adds the HP you want to see. So yea a CAI or UDP's arent really worth the money if you are just going to install those and leave everything else stock. But if you plan on doing any mods in the future, which you will once you get those on, you will want every little thing that you can get because they all compliment each other.

I'm getting the BBK underdrive pulleys but they say they're made from machined steel OR aluminum alloy...well which one is it?

A high grade aluminum pulley will last longer than your engine. As always, you'll get what you pay for.
