Yeah, you can by pass the theft system, but its tied into so many different things, it wont be good. If you didnt like this option, you should have bought a 5.0 lol. YES,oly a FORD dealership ca do this. BUT, if you own a stars 2 tester like 2002stang said. then you can do it. But its very expensive. Ford, lincoln, mercury.All them can do it. If you know someone at thedealership, have them do it after work, or at lunch time. I do it for friends all the time. Sometimes if a new owner comes in from buying a car, i'll loose hard but i will tell the customer to go pay for the key and i will program it for free. That usually make them feel good. Its better than the yelling about a key costing 100+ to have another one. You know.

I have a sheet that explains all the different Modules ford uses for the key, There are plenty of different ones, but

Im showing that the PATS system(Passive Anti-theft system) Is only used in the 1999-2000 mustangs and the HEC module is used from 01-up

And Yes, Carmax can program the keys, we have a bunch of ford keyblanks, also. I dont know what they would charge for that.
