I know that tunes cant be used on multiple cars without erasing the tune from the original vehicle, but i was wondering if its possible to change the gear ratios with somebody else's tuner, if their performance tune is still on their vehicle.

I don't know, but I doubt it. Once you put the tune into one car, the tuner marries itself to that car, so I doubt it would be able to be used for anything on a different car.
