I hate to sound like a complete jackass, but I told ya so.

The turbo kits are expensive because they put a LOT of money/time/effort into the design and manufacture of the kits, not because they like turning the screws on people.

Reliablity wise your pretty much equal vortech/kb/procharger/paxton, just stay away from powerdyne.

From what I have seen, with a complete engine build and a supercharger you can expect about 650 or so whp max. I have seen a couple cam/shortblock/boltons cars making 60x though, so I am not convicnced working the heads and intake is really worth it.

Edit: The cop is a complete jackass, I would be calling a lawyer immediately. I would think if it was a state cop they should have a camera on the car, you definatly want to get that tape before it is accidentally deleted.
