I guess things are a bit different in cal but still I see there are things called "executive orders" that grant usage on cars, and I see that at least one company (hooker) has a header that has been granted such an order for 99+ gts.

EDIT: I couldn't find any headers other than hooker for 99+ GTs that are CAL legal, but i did find em for ford trucks and LS1s, so I can only imagine that you should be able to get a legal set of LTs for a 99+.

I am gettting a headache looking at thiese hundreds of pages of executive orders for exaust.

You could consider the Bassani mid-lengths & then the Bassani x-pipe w/high flow cats. The cats are removable, so you can place them on when u need to be tested, or leave them on. You can use the standard size x-pipe, but I had to cut 1.4in off if i remember right. LT's will need a shorty x-pipe. With the right tune you might just be able to pass an emissions, but if CA does a visual you're screw'd.
