Default Speedometer Jumping

Made a thread a while ago about this but I tried some stuff. My speedometer has been jumping around the speed I am actually going. I replaced my cluster minus the actual circuit board and I replaced my speedometer sensor. Neither of these seemed to fix it. The cluster seems to be getting the signal because the gauge works part of the time and when it doesn't, it is at least around the speed I am going.

What could this be? Should I just bring it to the dealership? I don't think a normal mechanic would be able to deal with that stuff.

I have replaced the actual speedometer sensor. I am bringing it to the dealership on Thursday. I figure that it is not really a problem that they can claim they fixed without actually doing it. It just does it. If they fix it it won't
