Default time for emissions

Well, i got the dreaded emissions letter in the mail today. I have an o/r h pipe and flows 40 series. I live in WI and I know that they will just plug it in. But will they suspect anything because of the loudness of the exhaust and maybe just check to see if there is cats on it or anything. If I am caught do you guys know how much the ticket is for no cats. I basically want to know if any of you guys think i will have any problems.

I dunno about WI but in Texas the inspection place cannot give you a ticket. They just tell you you failed and that you have so many days to fix it and come back. If you kept your stock cats you could get the shell welded around your midpipe and make it look like cats

It's impossible to pass the emission test without cats.
