Default running hot

my car has been running hot and my slow speed fan will not turn on only the high speed fan works why is this i checked the relay and the reason i know it wont turn on is because i hooked it up to a scan tool and the high turned on in special tests but when i went to turn the low on it didnt work please help what could be wrong

I think the low turns on when your A/C is on, but I could be wrong??? I would diagnose your temp sensor in both your fan and block

id check the temp sensors and the thermo.if its none of them let the car idle and turn the A/C on max and note when/if the fan turns on and at what temperature it did

well the high turns on at 225 but the low will not even trigger i hooked it up to a scan tool and tried to turn it on and it didnt even turn on but the high didits a brand new 180 degree thermo
