It is most likely the cable.

The main problem, is that you use it. Not that I am being negetive, but I grew up in the mountains of West Virginia and only use the e-brake when the incline is so severe the gears won't hold it. And coming from a very hilly terrain I can tell you that, it has to be pretty severe to require an e-brake to hold it. Also coming from a cold climate, I can tell you that once you set it and you are in the middle of winter, those suckers will freeze. My e-brakes last a lifetime because I use them for an emergancy. And yes my dads old cars would blow out a brake hose every now and then, and I would have to use it for an emergancy. Get it fixed, and only use it when the incline is so sever the gears won't hold it.

Even on a slight slope it seems like gears won't hold it. When I had my 97,I was on a regular hill, not too steep not very level and I remember putting it in first, opening the door and it rolled back into the car behind me, destroying both our bumpers.

I use my ebrake on any inclination that will cause the car to roll back or forward.

Before jumping to conclusions, why not just check to see if it needs adjusting?

+1 Mine jumped a lot and I thought it was broke. I just had someone adjust it for me and its fine now. IMHO you prolly dont even need to use it, just leave it in gear.

Unfortunely the ebrake cables on these cars are "self adjusting" and this term is used alot by ford and it means that the "self adjusting" mechanisms do jack shiot. There are actually three cables total. If its one of the rear cables, replace them both. If its the front cable i have no advice for you because I only changed the rear ones

Wow, that's stupid. Not using your parking brake is a good way to ensure that it won't work. Using it daily is better than using it every now and then. And it's called a parking brake for a reason. ...

To the OP, follow the cable from the back of the handle to the rear calipers. Either snapped or stripeed cable is most likely the cause.
