It should be able to pass if it's CARB legal; is it?

No, you won't pass if they see it. And it probly won't pass the exhaust probe test either. I heard a rumor about a Magnaflow CARB legal mid-pipe coming out soon, but there isn't any aftermarket mid-pipe that is legal for our year mustangs in CA.

Me too. Its a pain, but there are plenty of legal mods, you just have to do a little research.

I was told it doesn't matter what kind of pipe it is, you just need 4 cats because thats how it came from the factory. So you might be able to just weld in 2 more cats.

Not in CA. The midpipe has to be the STOCK pipe. The replacement midpipes don't all have OBDII certified cats. Just having 4 cats MIGHT pass the exhaust test, but it will not pass the visual.
