Removing power steering pump and having problems

Removing power steering pump and having problems
Can anyone tell me how many bolts are holding the power steering pump on? I can only find 3 and this thing still won't budge. Is it easier to take the pulley off first and then the pump or should I take the pump out and then take the pulley off of it then?
