Power surge @4800rpm +/-...any ideas?

Power surge @4800rpm +/-...any ideas?
If I drop from 5th to 4th (or 4th to 3rd, the common demoninator seems to be the rpm's) and floor it, at around 4800rpm the car feels like I just got an extra gear or a mild power boost.
A friend of mine thinks due to my upgraded CAI and throttle body allowing more air, there isn't enough gas being pumped in down low. When the rpms hit a certain spot it dumps more fuel thus feeling like there is a power surge.
Should a tune even this out. It is quite a rush when it happens. I would like it to do that waaay sooner.

you sure you don't have a centrifugal blower on that thing? when mine hits boost around 3000-3500 it hits a power surge like that. i'd be willing to bet that a tune would even it out a bit. in general, a canned tune should add a little more spark advance and a better fuel map for your mods. plus, when (or if) you get gears you can reprogram your speedo without having to buy one of those calibrators.
