5.4 swap

Usually $150-$200 installed for good bronze reamed to size. You want the intake with about 0.0016" clearance and the exhaust with about 0.0018" clearance on your N/A build. Brand new guides from Ford have 0.002" and 0.003" *minimum* and they only get worse.

Its a good core motor if you are going to port the heads and give it 20+lbs of boost and run 9's. Otherwise its a pretty expensive engine to make street fast in a Mustang. A 5.4 4V with cast iron manifolds and Sullivan intake just ain't gonna go fast with stock cams if staying N/A.
BTW - the Sullivan is near a grand itself and you need a special elbow to mount it.

oh well screw the sullivan then, ill just stay 2v lol. the hps intake is only $695.
question: if i got a 5.4 block would my 4.6 rotating assembly fit in there or do i need a 5.4 specific assembly?

You need a 5.4 rotating assembly. The crank and rods are different . The the pistons are the same. I've been doing research on the same swap for my 97 gt. Your best bet if rebuilding the 5.4 will be a forged rotating assembly with flat top pistons, that will give you right around 10.5 to 1 cr. But you might need a custom tune.
