The proportioning valve only really takes the initial hit off, it doesn't fully change the bias, however you can change the size of the lines to relieve some of the pressure.

It is good though, that first initial hit is usually the most annoying part anyway, if you are being annoyed by the bias that is.

So it will usually accomplish what you're trying to get done, ie make the initial hit have less bias towards the front or back.
