Yes, 4V heads are really good, they're also really expensive. The cams are also ridiculously pricey because you have 4 instead of 2. As for your blower I'd say you need a D1 for your goals. For fuel, this is just my opinion but I'd go for a return style system. Expensive, but IMO the best way to go for a high boost high power engine. The best thing you can do in your situation is talk to somebody at a shop like MMR or Modular Powerhouse that work on these cars and engines day in day out. They're going to be able to steer you in the right direction of the best longblock combination to put you where you want to be.

I am going to forge the engine and increase the boost. To get to this hp amount do i need to switch to a 4v. Would i need to upgrade the fuel lines. I am willing to spend the money but dont know what the best route is. Please assist. THanks

you can get 4v C heads for as low as $400..no need to port them really, well since your gonna be pushin alot of boost you might want to, i know on n/a setups it isnt needed. those heads would help you make more hp per lb of boost but that may be too much trouble for you.

didnt read much of the above, but have you considered a teskid block? one of the strongest blocks ever made!

Another thing that someone might want to address if the OP ports heads and wants to keep stock cams. I've heard that this set-up isn't good. Maybe someone could shed some light on this?

Wher in SJ? I'm about 15 minutes from atco. The trickflow heads outflow ported PI heads right out of the box. You might come close but porting your heads just isn't going to be the same. The trickflow heads are a different design that's supposed to allow for more aggressive cams. Keeping stock cams with ported heads or trickflow heads is worthless, IMO. You need more lift and duration to be able to take advantage of the flow your getting out of upgraded heads.
