my 94 GT had the holes and the vent like you have pictured.

my 04 GT has similar holes cut... a raccoon ran into the side of my car while I was driving (I know, how does that happen

) and knocked the scoop off and sure enough there were holes cut so I guess you could make the scoop functional...

maybe ford made those scoops like that to allow water to drain from the scoop since you say they are facing downwards. and then realized that they don't collect water and stopped doing it.

either that or you have like a limited edition side scoop vented mustang lol. that would be something.
