Rough Idle

Rough Idle
Did a fair bit of driving today, and I noticed a strange thing while sitting at stop lights. As far as I know, today is the first day this has been a problem. Normally, the car idles around 600 RPM. However, after idling about 10 seconds, it will jump up to about 900, and then stumble down -almost like the car is stalling- to about 400. Then, 2 or 3 seconds later it will go back to normal. About 10 seconds later, it will happen again. There's no problem at all while accelerating or cruising; it only seems to be happening when I'm stopped at idle.
I had about a 1/4 tank of gas in the car when I started, about 1/8 left now. The car is bone stock, except 2 or 3 days ago I removed the air silencer. It's got 46,000 miles or so on it. Any ideas as to what might be wrong? I had a look under the hood, and I didn't notice anything odd; it speeds up at the intervals I mentioned above, then it slows down again. I checked out the air filter, and everything seems to be okay. As far as I know I haven't thrown any codes; at least the CEL isn't on.
I had two thoughts as to what might be wrong: maybe because the fuel is low, I'm picking up crap from the bottom of the tank (some fuel cleaner next time I fill up might help?)? Or, I thought maybe because I removed the silencer, the MAF sensor is still adjusting to the increased flow of air? If it's neither of these (and I know of no way to check, except buy fuel cleaner and see if it works, or see if it gets better in the next few days as the MAF adjusts), then I haven't a clue. Any ideas?
Hope you can help,
Frank

Well for first, I'd try tossing the silencer back in and see if it picks up. Could also be the IAC acting up.. If it starts surging again, smack the IAC valve with the handle of a screw driver a couple times and see if it goes away
