02 GT No connectivity for Emissions Help!

Unhappy 02 GT No connectivity for Emissions Help!

Hi everyone,
02 Mustang GT 5 speed
Looking for some help, here are the things I know:
-Car failed CT emissions for no connectivity
-Checked all fuses under dash and under hood(all are good)
-OBD has power because my hand held says it is good, but thats because it shows that it has tested none of the systems!
-Took it to ford and they said it has to be hardware (fuse, wire, etc) not software
Any ideas, help, or data

Examine the OBD2 connector and make sure none of the terminals have been damaged--I have seen this upon occasion, also check the rear of the connector and make sure the wires are intact.

Do you have an after market alarm, or radio? I've seen some real hack jobs done by installers of these items...

I will definately examine the connector closer havent really got under there on that side and yes there is a previously installed alarm that def looks suspect!

Default Fuse question?

Alright I checked all the wires and contacts, everything looks good and nothing is spliced in there. But I do have a question for anybody I dont have the owners manual so Ive downloaded one but seen mixed data for the interior fuse box? specifically fuse 34 does anyone have a fuse in this slot on this model? I dont and that slot has connectors but the appear to be worn. In one manual it says that has a data link connector and instrument cluster, CCRM and securilock. But in another manual it says its for all that but no data link connector but does add igntion coil and ignition xformer capacitor?

Any help greatly appreciated this thing is driving me nuts and it seems so simple!!

Something has been tampered with, the car should not run without fuse F2.34 (20A), it sounds to me as though the alarm system may be the culprit, and may have been tied in to this circuit to disable the engine.

On the V-8 it powers the instrument cluster, PATS, and CCRM PCM power relay, on the V-6 the coil is also powered from F2.34:



Here's the internal CCRM schematic:



The DLC (OBD2 port) receives +12V to its pin 16 via F2.31 (10A)--are you sure this fuse is OK?

Cliff I really appreciate the help, so here is what I found:
The wire from fuse 34 was cut and spliced into fuse 33, so I disconnected and rewired back correctly and without a fuse inserted my handheld read an error, instrument cluster doesnt work and car wouldn't start (makes sense) Then with fuse in slot 34 everything comes back car starts, but my handheld still reads the same as if its not testing any emissions criteria (little symbols) like it does when i test my other vehicles. Handheld says no issues but nothing tested, is this a matter of having to run car (ive heard of that for certain obd problems) or is it still messed up somewhere else??

On my '03 ther engine has to be running to read any OBD2 PIDs.

it could be the specific place you went, my last car stock with 6k miles on it wouldnt "connect" but my programmer read it fine, they tried like ten times and even cleaned the connector and i went to another place and it passed perfectly like it should
