Default Im very confused. I need help please!

Ok guys hear me out here, I'm very confused.

I have the code P1131 in my car (2000 GT).
My car idles very strangely (when warm it sits at about 850 for 5 seconds, then jumps to 1200, slowly goes down to 900ish, sits at 900ish for a while then jumps to 1050ish, and repeats itself over and over). There are SOME times when it'll idle normally at 750, but at the next stop light it does the same weird idling.

When the car is cold and I'm cruising in 2nd gear at about 25mph, not giving it much gas, it starts bogging (kinda like it's choking and wants to die). This does not happen if I give it more gas or when the car is warm.

I barely manage to get 15mpg. This is 50/50 city/fwy. I don't step on it at all.

I started by changing my driver's side front o2 sensor since the rear ones had gone bad not too long ago.

It did not solve this problem, so I started looking for a vacuum leak. When I turn off the car I hear a distinctive whistle/hiss coming from in between the radiator and the pulleys (this is right next to the K&N air filter, before the MAF meter).

This pic's angle is from the driver's front fender, looking down where the air filter goes. The whistle comes from the circled spot.

This is a close up. The angle of this pic is from the engine looking at the radiator.

Wtf is this weird sound? Is it a leak somewhere by the radiator? There are never any water/coolant drops under this area on the floor and this definitely sounds like air, not something liquid

When the car is running and I give it gas, I can hear a quick whistle/hiss before the engine revs up.

Now please correct me if I'm wrong, but even if I did have a leak in this area, this would not have to do anything with the intake since it's happening before the MAF meter?

I grabbed a propane tank, turned on the engine and sprayed A LOT of propane along the CAI, throttle body, etc. The engine did not respond to it at all.

WTF am I doing wrong here? Could this possibly be caused by a bad fuel injector/coil pack/spark plug on the left bank?

Now my other question. While I was checking for a visible cracked hose, I pulled this hose off the engine. It runs from the CAI to the driver's side of the engine:

I took this pic from American Muscle and traced the hose I'm talking about with red.

At the place where the hose connects to the engine, there was oil. Is this normal?

Any help or suggestions are appreciated. Sorry for the long post!

Some extra info and questions.

I changed the fuel filter 1,000 miles ago. I have stock gears so 15mpg is not good.

I did change the full exhaust and did not get a tune. As far as I'm concerned, it has never been tuned for the CAI. Could this be the cause?

AutoZone's computer read the code as:

P1131
Lack of bank 1 o2 transitions - lean
EMC detected bank 1 o2 at its lean limit

Probable cause
1. Misfire on bank 1
2. Vacuum leak affecting bank 1 only
3. Fuel injector problem bank 1
4. Engine mechanical condition

the aluminum lines are for the AC the hissing is normal and the hose running from your intake to the valve cover is a breather and yes oil is normal. The weird idle might be a bad IAC valve.
