This is EXACTLY what I was thinking...but i didn't say it because I thought that maybe the 17-18% included the accessories like PS, AC, etc.

The rule of thumb multiplier to "guesstimate" fwHP from rwHP does include the accessory power consumption, because it assumes the engine is in a car driving those things--they are sucking power off of the front end of the engine, so it's not available at the flywheel.

If the engine were free of these parasitic losses when tested in the engine dyno it would report more power available at the flywheel, then when you put it in a car and add those the power consumption of the accessories and the drive line loss both come back out--that makes the percentage loss from the engine dyno to the rear wheels a bigger number.
